Request for Proposals for Architectural/Engineering Services

The City of Lino Lakes is requesting proposals from architects that possess qualifications to provide full A/E design and construction services for a proposed Lino Lakes Public Works Facility.

Notice of Pre-submittal Meeting   

The City will hold a pre-submittal meeting on Thursday, December 12th from 10 a.m. to 11:30 a.m. at the existing Public Works Facility, 1189 Main Street, Lino Lakes, MN 55014.  City staff will be available to provide a tour of the grounds and respond to questions.  Please email Michael Grochala at  mgrochala@linolakes.us if you plan to attend.

Should a design fee be included in the proposal?  

Response: Yes, a Fee Quotation, as provided for in Section 6.G. of the Request For Proposal (RFP), is required as part of the submittal documents.

Should a Construction Manager (CM) be included as part of the team?   

Response: No. The City will directly hire a CM either before or after an A/E firm is under contact.   Interested parties may disregard the reference to Construction Manager under Section 6.D.1 except that the City expects involvement of the A/E firm through the construction process.

What are the insurance requirements for the A/E firm?

    Response:  Minimum insurance requirements will be as follows:

    1.  General Liability

        $1,000,000 per occurrence / $2,000,000 aggregate

    2.  Automobile Liability

        $1,000,000 single combined limit bodily injury and property damage

    3.  Worker’s Compensation

        $1,000,000 per accident /  $1,000,000 per disease

    4.  Professional Liability

        $1,500,000 each claim /  $2,000,000 annual aggregate

Section 3 of the RFP states that site surveying and civil site engineering will be provided, as required, by the City’s Consulting Engineering firm WSB & Associates. Is this fee separate from our proposed fee if provided by City?  

Response: This does not need to be included in the Architects fee. The City will contract for these services separately.

Section 3 of the RFP includes FFE in the scope of services: Should this be shown as a separate line item fee?

Response: Yes

Similar projects: The RFP states examples of a minimum of 3 municipal projects within last 5 years. Can the projects extend further back than 5 years? Can these examples include commercial public work projects?

Response: The City will requests that only relevant projects within the last five years be included.   However, in addition to municipal projects, examples may include similar county, state or commercial projects.

Site Analysis: An initial site analysis and space needs study was completed in 2017, can we have access to that or know who did the study?

Should the proposal include include commissioning of the facility?

Response: Yes

Does the proposal need to include environmental work?

Response: No, the City will contract separately for Environmental Assessment and geotechnical work.

The RFP lists a budget of $16.4M. Is that construction only or is that all inclusive (Fees, FF&E, Permitting, etc.)?

Response: The budget estimate is all inclusive. The City anticipates updating the budget as part of the design process.

The RFP references 55,000 SF or Public Works space identified in a previous study. It also refers to a Public Meeting Space/Polling place. Are the Public Meeting/Polling Place spaces included in the 55,000 SF?

Response: The Space Needs Study identified in the RFP is available for review on the City’s RFP webpage. A 1,800 square foot multipurpose room is included in the 55,000 square feet.

The RFP indicates that demolition of the existing and construction of a new facility is the preferred solution. Is there a plan for Continuation of Services while this work is done or is it assumed that the new facility will be constructed first with demolition of existing to follow? This would be inferred by the comment about necessity to reconstruct park features but is not a given if the city has other plans for PW during 12 months construction. 

Response: The City is open to the most efficient alternative for redevelopment of the site and building layout. The City will develop a plan for Continuation of Services as part of the project development should that be determined as the preferred option.
