2023 Street Rehabilitation Project

On February 13th, 2023, the City of Lino Lakes awarded a contract to Bituminous Roadways, Inc. for construction of the 2023 Street Rehabilitation Project. The project scope includes the pavement rehabilitation of Black Duck Drive (from just northwest of Black Duck Circle to the northern cul-de-sac), Crystal Court, Mallard Lane, Lantern Lane, Lantern Circle, East Shadow Lake Drive, and Partridge Place. Project work includes milling of the existing roadway, repaving the road, spot curb and gutter replacements, replacing water valves, replacing heaving storm sewer on Lantern Lane, and general restoration.

During the week of May 22, 2023:

  • Preparation for paving and project-wide cleanup.  There is also a patching crew that is scheduled to install blacktop on miscellaneous areas throughout the project where watermain work was completed.
  • Install the first (of two) layers of pavement on the reclaim area (ORANGE line in project map) as well as any other areas of pavement that have been disturbed and currently look like gravel (such as the BLUE line in project map).  There will be NO PARKING permitted in the areas they are paving.  Following the paver, there will be large roller trucks that are compacting the pavement to ensure it is strong. Please be aware that there will likely be a lot of trucks on the road during paving operations.
  • Mill remaining areas (YELLOW line in project map).  There will be NO PARKING permitted in the areas they are milling.  Please reference the end of this document for an informational on milling operations.  Please be aware that there will likely be a lot of trucks on the road during milling operations.

The week after Memorial Day:

  • The contractor is scheduled to install the second (and final) layer of pavement on Blackduck drive as shown in the orange line in the map below.  They are also planning to overlay the remaining streets (YELLOW in project map) with their final layer of pavement. There will still be miscellaneous restoration and clean up after paving, but the most impactful construction activities should be completed. All of the contractor’s work is dependent on the weather and the schedule may change.

Pheasant Run Project

The private utility work  (electric, gas main, internet, cable services, etc.) has been completed.  The City is in contact with the private utilities inquiring on when they will restore the disturbed grass on Pheasant Run. The Contractor has informed the City they will likely be starting construction activities towards the end of July or early August (2023).  As the project start date approaches, the City will provide a more detailed schedule. If you have landscaping, irrigation systems, or invisible dog fences within the right-of-way or near the curb line, please plan to move them prior to construction. These items can be reinstalled once construction is completed. Please note the right-of-way is approximately 15 feet behind the concrete curb.

The City of Lino Lakes uses door hangers as a means of communicating immediate construction activities, such as temporary water shut off notices. Door hangers are typically placed on the front door knobs.

Trail Reconstruction

The City of Lino Lakes will be reconstructing the trail from Langer Lane to Clearwater Creek Drive. The project work includes reclaiming the existing trail and repaving the trail. Reclaiming is a process where the blacktop is ground up in place and mixed with the underlying soils. The edges of trail will be seeded if disturbed. The project is scheduled to begin at the beginning of June 2023.
