Make a Payment

The City of Lino Lakes has implemented a new payment system.  The previous CivicPay website, along with payment over the phone, are no longer available for bill payment. The new online payment system allows customers to make payments online via credit/debit card as well as through their bank account.  

If you were previously on autopay there has been no changes to your account. Bill payment through your bank has also remained unaffected. 

Make a Payment:

  1. Visit the BS&A payment website. 
  2. Select the type of bill you would like to pay (ex: Utility Billing)
  3. Enter your Account Number in the search bar. 
  4. Click Review And Pay to review your current charges
  5. Click Pay Now
  6. Either continue as a guest or Create a New Account when prompted.
  7. If you want to set up autopay check box “Enable Automatic Payments” (see photo).  *Please note that if you setup autopay on the online site a convenience fee will be charged. *

Online Fees:

All credit/debit card payments will be charged a 2.95% + $0.50 convenience fee. All bank account payments made through bsaonline.com will be charged a $3.00 convenience fee for any transaction up to $1,000; $6.00 for transactions of $1,001 to $5,000; and $12.00 for transactions greater than $5,000.

Bank Account Payment Fees:

Bank account payment fees only apply to payments made directly on the BS&A payment website.  If a payment is made through an individual’s bank using Bill Pay, there is no additional charge added. 

To avoid convenience fees:

  • Utility Billing Automatic Payments through the City: Payment is automatically deducted from your checking account on the due date. Simply complete the Auto Pay Enrollment Form (PDF) located on the Cities website and return to City Hall.
  • Pay by Mail: City of Lino Lakes, 600 Town Center Parkway, Lino Lakes, MN 55014
  • Pay in Person: Cash and check are accepted
